Well Rich...if that solenoid is reading kOhms. I would say it’s failing or has failed with an open in the wire turns. You could remove one from the truck that works and see if it solves your issue....

My ‘97 D21 has the door jamb telling me it’s 26 psi at the fronts(FR) when cold and 35 psi at the rear(RR) when also cold.

Edit - these air pressures are for 215/70/14 tires with a 14”x6” rim.

That actuator can be forgotten because it sits low and is almost against the firewall and you can't see the "butterflies" or intake runners. But that little tab can tell you the story...

When reinstalling that exhaust manifold. Don't fully tighten up all or any of the nuts before getting everything fitted up. Once everything is in place loosely....
