There is a switch on the brake pedal and one of the clutch pedal, if you have a manual transmission. If either of those switches are disconnected or open it will cause a fail. There is a rubber stopper that the switches press against when the pedals are not depressed. These rubber stoppers will dry rot and fall out. When that happens the switches open as though the pedals are depressed. That's the first place I would look since you already checked the vacuum lines. Does your speedometer work properly too?
