Fixed. Relay was bad. 7.5ohms across the contacts. Smacked it with a hammer and it fell to 0.10ohms like it should be. New relay and still nothing. I'm a moron and didn't need to re-wire the starter....

Unfortunately I'm not sure if I don't have a problem on my end too as I couldn't get voltage from the solenoid connector with my meter....

Tested the starter at O'Reilly. It had to be wired backwards from what their system wanted to work too. They pretty much guaranteed that any more will also be wired wrong. I'm going to change it up...

Buddy of mine has those. They do pretty decent but there is no beam control so I wouldn't use them on the road or in the fog. Proper fog lights won't light up street signs.
