The oil passage to the tensioner may be clogged. Or there could be a bigger issue. I’d have some serious doubts about the quality of any of the other work done on the engine if that shop installed...

Although not the most desirable option, you could always use a piece of metal tubing to splice the line to fit properly. Kinda like the one that nissan used on the VG30E

I’d do the timing chain before I did anything else. Once we KNOW that’s right then we can move forward. I wouldn’t make ANY decision until that’s done
